The key idea
Google Maps and the regular results are two different races
The Map Pack leans heavily on distance, so a company based in Burnaby rarely shows in the map for a search made in Surrey. The regular results depend much more on your website, so a strong page about your work in Surrey can rank there without an address in the city.
I don't use virtual offices or fake addresses. Google removes those profiles, and the business loses what it had.

What's different about local search in BC
A few things about BC markets change how local pages should be built.
People search by municipality
Someone in Metrotown searches with "Burnaby", someone in Lonsdale with "North Vancouver". One Vancouver page doesn't cover them.
North Vancouver is two places
The City and the District are separate municipalities, and customers often care which one you serve.
Search happens in many languages
Large Persian, Chinese and Punjabi speaking communities often search in their own language first.
Seasons drive demand
Heating searches rise with the wet, cold months; exterior trades follow the dry season. Content should be live before the season.

Local SEO questions
Can you get me into the map in a city where I don't have an office?
Usually not, and anyone who promises it is taking a risk with your profile. What I can do is get your website ranking in the regular results for that city.
Do I need a page for every city?
No. A city page only helps if it says something real about your work there. Thin pages that just swap the city name can hurt the whole site.
What access do you need?
Manager access to your Google Business Profile, Search Console, and ideally your website. I'll never ask for ownership of your accounts.
